Pashinyan: Armenia invites Azerbaijan to sign framework agreement on peace

Armenia had hoped and believe that the border delimitation must be completed by the time the peace treaty is signed or enters into force Prime Minister Nikol Pashinyan said on Wednesday.

"There are signals now that this may not be very realistic. But, on the other hand, there is a solution here as well. We propose to take the line which actually existed in 1991 as a withdrawal scheme, to make a mirror withdrawal, to create a monitoring mechanism, to give up the presence of troops on the border section at all, to hand over that whole section to the border service, to fix the idea of the border line, and then in calm conditions proceed to the delimitation process, which can actually take many years," Pashinyan said.

Speaking about the peace treaty, the Armenian leader said: "There are two approaches - a detailed one and a framework agreement model approach, when a framework is drawn, without much specificity. Experience shows that if there is an attempt to solve very detailed issues difficulties may arise. That is why Armenia proposed to sign a framework agreement for peace. This is a common practice, and we should also try to follow this path."
