A coup d'etat in Kazakhstan had been under preparation for several years; however, the state security service failed to unmask conspirators. President Tokayev said this on Tuesday speaking in the country's Parliament.

"Professionals were working over preparations for the takeover, so the loss of control over the city of Almaty was real," he said.

In a number of cities, heads of state security departments left their offices, leaving behind weapons and secret documentation.  We have to deal with those behind these attacks, Tokayev noted as saying that they could happen again.

Further, he charged the bureaucratic apparatus with enriching itself at the expense of former President Nazarbayev.

The authorities have no idea about lives of ordinary people, there is a strong property stratification in the country, population' incomes should grow. The question is that financial and oligarchic groups are benefiting, monopoly of big enterprises is reigning in the country.

"The Development Bank of Kazakhstan has turned into a personal bank for the selected few. We know everyone by name, they are provided with privileged conditions, enjoying access to high offices,"Tokayev noted alluding to Nazarbayev's entourage.

Then he instructed to create a special "Fund for the People of Kazakhstan" to which monopolists would contribute money.

He entrusted the execution of all these tasks to the new Prime Minister, Alikhan Smailov who previously held the post of Deputy Prime Minister.
