    On June 15, the presidents of Azerbaijan and Turkey signed a joint declaration in the city of Shusha - the historical capital of the Karabakh Khanate, the main point of which is strengthening the security of the two countries.

    “The parties confirm their readiness for coordinated and joint actions in the political and military spheres, as well as in the security sphere, based on common national interests. In  case of a threat or aggression from a third state or against independence, sovereignty, security, territorial integrity, inviolability of internationally recognized borders, the parties conduct joint consultations and take steps in accordance with the goals and principles of the UN Charter. It is also envisaged to provide the necessary assistance to each other in accordance with the UN Charter and to organize coordinated activities of the power and command structures of the Armed Forces,” the document says.

    The victorious 44-day war of Azerbaijan  resulted in liberation of the occupied territories and the defeat of Armenia in the 30-year war for Karabakh; the summit in Shusha and the adoption of the Shusha Declaration actually became a message to the forces cherishing revenge.

    It may seem that the proclamation of the Azerbaijani-Turkish strategic cooperation in the field of security is a novelty in bilateral relations, but this is not the case. On December 21, 2010, the Azerbaijani parliament ratified an agreement on strategic partnership and mutual assistance between Azerbaijan and Turkey, which provides for the deepening of interaction between the two countries in various fields.

    The treaty consists of 23 articles and 5 sections - "Military-political and security issues", "Questions of military and military-technical cooperation", "Questions of economic cooperation", "Humanitarian issues" and "General and final provisions".

    According to the agreement, if one of the parties is subjected to an armed attack or aggression, Baku and Ankara intend to provide each other with mutual assistance. The parties will also cooperate to eliminate threats and challenges to national security.

    If you look deep into post-Soviet history, this line has been traced from the first days of Azerbaijan's independence. The first such agreement was signed by President Ayaz Mutalibov in Ankara in January 1992, after it was developed by President Elchibey, and then strengthened and deepened by Presidents Heydar and Ilham Aliyev.  This line ultimately led to the creation of a modern Azerbaijani army, which put an end to the 30-year Armenian occupation of Karabakh and other Azerbaijani territories.

    There is no doubt that the Shusha Declaration will play an important role in establishing peace between Armenia and Azerbaijan, as it fixes the post-war status quo, which suits all geopolitical centers interested in the peaceful development of the Caucasus region. The declaration does not give a chance to continue provocative actions by the destructive forces of the countries of the South Caucasus. Finally, the declaration consolidates the initiative of the presidents of Azerbaijan and Turkey to create a peaceful Caucasus, in which all the peoples of the region, tired of post-Soviet uncertainty, are interested.
